GEMA AKSI Menggelar Aksi Unras Penolakan Rencana Kenaikan Tarif Air PDAM Tirta Bhagasasi, “Usep Rahman Hakim Diminta Mundur Dari Jabatannya”

KABUPATEN BEKASI – Inforayanews.co.id, – Gerakan Masyarakat Anti Korupsi (GEMA AKSI) gelar aksi unjuk rasa penolakan rencana kenaikan tarif Air di Kantor Pusat PDAM Tirta Bhagasasi Kabupaten Bekasi, Desa Hegarmukti, Kecamatan Cikarang Pusat Kabupaten Bekasi, Selasa siang (27/10/2020).

Dalam tuntutannya Koordinator Aksi Jelani Nurseha mendesak Direktur Utama PDAM Tirta Bhagasasi Usep Rahman Hakim agar mundur dari jabatannya. Massa menilai selain adanya rencana kenaikan tarif tetapi menurutnya tidak Optimal dalam segi pendapatan 2 tahun terakhir BUMD ini tidak mencapai Target PAD yang ditetapkan Pemda Kabupaten Bekasi, artinya dari sektor pelayanan dan sektor Usaha PDAM tidak bekerja maksimal 100 persen atau totalitas.

Berdasarkan Dokumen Laporan Keterangan Pertanggungjawaban (LKPJ) Bupati Bekasi, Tahun Anggaran (TA) 2017 Bagian laba atas penyertaan modal pada PDAM ditarget 12.248.184.622 dan terealisasi 12.248.184.622 atau 100%. Sedangkan TA 2018 PDAM Tirta Bhagasasi ditarget 12.638.097.522 namun hanya terealisasi  Rp. 4.000.000.000 atau 31,65%. lalu untuk TA 2019 pun PDAM tidak mencapai target PAD yakni target 11.876.591.238 terealisasi 9.014.688.760 atau 75,90%.

“Selain karena tidak baiknya pelayanan, adanya pandemi Covid 19 membuat ekonomi masyarakat down. Seharusnya PDAM Tirta Bhagasasi, Pemkot dan Pemkab Bekasi bisa memberikan kebijaksanaan untuk menunda dan baiknya memberikan diskon kepada pelanggan bukan malah berkeinginan menaikkan tarif air,” ungkapnya.

Lanjut jay sapaan akrabnya “Mendorong Pemerintah Daerah (Pemda) Kabupaten Bekasi diminta untuk segera membuat Perbup untuk membatasi ruang gerak swasta dalam bisnis sistem penyediaan air minum (SPAM), pasalnya selama ini Water Treatment Plant (WTP) milik swasta yang ada di Kabupaten Bekasi mendistribusikan air ke pelanggan karena hal tersebut dinilai bertentang dengan putusan MK bernomor 85/PUU-XI/2013 yang menghapus keberadaan seluruh pasal dalam UU Nomor 7 Tahun 2004 tentang Sumber Daya Air (SDA)”.

” WTP Swasta tidak boleh memperjual belikan air secara langsung, bayangkan saja lebih dari 10 perusahaan swasta yang diduga melanggar aturan ini. Pemda Bekasi harus tegas dan mengambil alih pelanggan air milik Swasta untuk BUMD,” sesalnya.

Perlu diketahui Perusahaan yang di nahkodai oleh Usep Rahaman Hakim, belum lama ini perusahaan tersebut bersengketa dengan pelanggannya secara arbitrase. Gugutan arbitrase dengan putusan berNomor: 015/BPSK-BKS/2020. PDAM dinyatakan melakukan pelanggaran pasal 8 huruf e UUPK Perusahaan Air ini terbukti bersalah memperdagangkan barang yang tidak sesuai mutu.(R4y.R.A)
