Diduga PT. IWMS Kelola Limbah Non-B3 Secara Ilegal, “Bank Sampah Benteng Kreasi Tidak Memiliki Izin Pengelolaan Limbah Non-B3”

KABUPATEN BEKASI – Inforayanews.co.id, – Pemerhati lingkungan hidup di Kabupaten Bekasi, Asep Saipul Anwar, mengkritisi hasil rapat Dinas Lingkungan Hidup dengan Bank Sampah Benteng Kreasi, Fajar Paper, dan Satpol PP Kabupaten Bekasi, pada hari Senin (30/11/20).

Ia menilai ada sejumlah hal yang diketahui tak sesuai aturan, salah satunya adalah Bank Sampah dikelola oleh perusahaan PT. Indonesia Waste Management Solution, anak perusahaan PT Xaviera Global Synergy.

“Berdasarkan Permen LH Nomor 13 Tahun 2012 Pasal 7 Ayat 1 tidak menyebutkan bank sampah dikelola oleh perusahaan tetapi menteri, kepala daerah, dan masyarakat. Tidak ada yang menyebut perusahaan,” tegas dia.

“Kemudian di Permen LH Nomor 13 Tahun 2012 Pasal 8 menyebutkan kelembagaan bank sampah dapat berbentuk koperasi atau yayasan. Tidak ada yang menyebut perusahaan,” lanjut Asep.

Dia juga menilai bank sampah milik perusahaan yang dipimpin Hilda Yanti ini tak menjalankan Pasal 5 dan Pasal.6 Permen LH Nomor 13 Tahun 2012. Lebih lanjut Asep mengatakan bank sampah tidak diperkenankan mengelola limbah industri dalam hal ini limbah perusahaan kertas PT Fajar Surya Wisesa atau Fajar Paper.

“Masih pada Permen LH yang sama menyebutkan kegiatan 3R dilaksakan terhadap sampah rumah tangga dan sejenis sampah rumah tangga. Kemudian sesuai Perda Kabupaten Bekasi Nomor 9 Tahun 2008 bahwa 3 bulan sebelum beroperasi kegiatan usaha harus berizin. Ini beroperasi akhir November tapi izin masih mengurus,” kata dia.

Apalagi, kata Asep, Bank Sampah yang terletak di Kampung Ketapang, RT 001/02, Desa Kalijaya, itu belum mengantongi izin bupati.

Oleh karena itu, Asep meminta operasional bank sampah PT Indonesia Waste Management Solution dihentikan hingga terdapat status yang jelas kelembagaan yang digunakan apakah bank sampah atau industri pengelola limbah.

“Kita juga minta agar PT itu tidak melakukan kegiatan apapun di lokasi pemilahan karena belum memiliki semua perizinan. Kita juga meminta operasional bank sampah itu dikaji ulang mengingat lokasinya berada di permukiman bukan di lahan industri,” kata dia.

Apabila kegiatan bank sampah itu tetap dijalankan, maka Asep berpendapat itu mencoreng wibawa Pemkab Bekasi.

Sementara itu, Kabid Pengendalian Pencemaran dan Pemulihan Lingkungan Hidup, Suciati Dewi, menjelaskan Bank Sampah Benteng Kreasi tidak memiliki izin pengelolaan limbah non-B3.

“Bank sampah itu tidak punya izin pengelolaan limbah non-B3,” singkat dia, Selasa (1/12/2020).

Sebelumnya, Kasi Penegakan Perda Satpol PP Kabupaten Bekasi, Mulnadiantoro, menjelaskan pihaknya hanya berada pada ranah pamongpraja, apabila Bank Sampah itu tidak mengurus izin sesuai ketentuan, maka berpotensi disegel secara permanen.

“Bank sampah menerima limbah itu baru. Gak ada B3. Saya sudah liat di videonya gak ada B3. Nanti kita akan cek langsung ke lapangan,” kata dia, Senin (30/11).

“Kita ranahnya masalah K3, ketertiban. Kalau UU Lingkungan Hidup ada di Dinas Lingkungan Hidup,” jelas dia.(red)
